the remedy. The Prine Minister, Hr. Heiung, who consulted

me on the subject of the former proposal, demurred very

strongly to the appointment of a foreign Control Commjnejo-

ner, but it is possible that the objections to a British

subject for control of a domestic loan raised in a

British colony would not be so strong. In any case I

consider it advisable that the conditions of control

should be proposed by the provincial Goverment ratlier

than imposed by Peking, as suggested in lir, Jaisson's

telegram.

I have accordingly telegraphed to the Governor

of Hongkong and to His linjesty's Consul-General at Canton

my views as above stated, ami have suggested that the

latter should approach the Canton authorities and wee how

fær they are prepared to go in the direction of control.

I now learn by telegras from Sir Henry Hay that the schome

for a domestic loan is being submitted to the Central

Government by telegraph.

It remains to be considered whether the proposed

loan
